on the age, efficiency, and condition of the unit the 13 SEER
system replaces.
What is 13 SEER?
The Department Of Energy is focusing on initiating regulations to
create air conditioners and heating systems that operate using less energy.

In other words, the DOE raised the requirements for SEER ratings:





to 13 SEER (it had been at 10 SEER until January 2006).  10 SEER systems are no longer
manufactured.
